The European Union Aviation Safety Agency (EASA) has announced changes to the acceptable means of compliance (AMC) and guidance material (GM) for VTOL-capable aircraft (VCA) operating requirements, marking progress in establishing regulatory framework for Innovative Air Mobility (IAM).

Firstly, amendments to the AMC and GM to Regulation No965/2012 and Annex II, Annex III, and Annex V have been made, focusing on Air Operations (Air OPS). The amendments now emphasise preflight preparation, availability of landing sites such as vertiports, and fuel/energy management.

AN AMC has also been developed for Article 4f of Regulation No1178/2011, which provides guidance on VCA type rating training courses.

Additionally, the term “fuel/energy” has been introced into the Standardised European Rules of the Air (SERA), to accommodate various energy sources for aircraft propulsion, such as electric batteries.

The aim of the new regulatory material is to assist the safe implementation of manned VCA operations and ensure safe VCA operations in air traffic management (ATM) environment, as well as facilitating the acceptance of VCAs by European citizens.
